REQUEST FOR PROPOSALS

TO PROVIDE THE CITY OF MESA WITH ELECTRIC POWER SUPPLIES FOR ITS ELECTRIC UTILITY DURING THE PERIOD

February 1, 2021 – December 31, 2025

I.  INTRODUCTION

The City of Mesa (“Mesa”) invites your company (“Supplier”) to participate in submitting proposals to provide Mesa’s Electric Utility with electric power and energy to the delivery points specified in this Request for Proposals (RFP) to the terms described below.


II. ENABLING AGREEMENTS

Suppliers that want to sell energy to Mesa (but may not be able to deliver the products included in this RFP) may convey their interest in entering into Enabling Agreements with Mesa in writing (using the attached submittal page or a letter stating such intentions on company letterhead). Suppliers should also supply as much information from Section IV of this RFP as possible to assist Mesa in evaluating the Supplier's reliability and experience. Enabling Agreements are not guaranteed to be implemented as a result of submitting this interest.


III. REQUESTED BASE, SUMMER PEAK, JULY-AUGUST PEAK, AND SUMMER OPTION RESOURCE SUPPLY                        

Mesa is requesting proposals on electric energy supply products as specified below. Bidders may bid on any or all terms (Supply Periods) for any of the products. Each product will be selected independently of the others.  Mesa expects to transact on one term for each product:

Base Product

A base product (7x24 Firm Energy) covering all or any of the Supply Periods described in Table A-1 facilitated by use of WSPP Schedule C or EEI Firm LD.

Interested Bidders should submit Summer Peak Product proposals in the form of one of the following that covers all or any of the Supply Periods described in Table A-2 facilitated by use of WSPP Schedule C or EEI Firm LD:

Additional Details:

All products must be delivered under WSPP Schedule C or EEI Firm LD terms to the locations identified in the Supply Periods Tables (Tables A-1, A-2 and A-3).  

As part of their response, Suppliers have the option to describe the source of the product they are providing (traditional generation facilities and/or generation facilities utilizing renewable resources such as solar, biomass, geothermal, wind power) and/or energy storage devices as applicable.

If the Supplier is expecting and can attest that a certain percentage of the energy will be from renewable energy sources, please indicate as such in your response.

Mesa is requesting pricing for a 100% carbon free scenario which can be supported through bundled RECs, unbundled RECs, carbon offsets, and/or specific carbon-free generating facilities.

Mesa is seeking physical, delivered energy and NOT a financial hedge or other derivative. 

Depending on the offers received pursuant to this RFP, Mesa may issue a request for best and final offers to specific firms. 

Should best and final offers be requested, Mesa will provide additional specifications to be addressed in the response from the selected firms.
